Officials have been trying to block it citing a health risk. Four-thousand supporters are expected even though gatherings are limited to 250 or less.        Oregon's largest city is now in a state of emergency for tomorrow's Proud Boys rally. It was canceled due to the weather. About 70 World War Two airplanes were set to fly over the National Mall to memorialize the end of the war 75 years ago. The event is rescheduled for tomorrow morning.
