At least ten people are dead after a man drove a rental van 35 to 40 miles an hour on a Toronto sidewalk. New rules that took effect yesterday allow Internet providers to block or slow content, or charge more for faster delivery of content. Dozens of lawsuits followed last year's announcement of the rules change.        A kangaroo at a Chinese zoo is dead after visitors threw rocks at the animal to make it hop. The Fuzhou Zoo says the 12-year-old female kangaroo was pelted with stones, injuring its foot and causing internal bleeding. The incident happened in February but the details were only now made public.
